PRIORITY ACTIONS FOR GOVERNMENTS IN 2025

Forest goals demand immediate action, and this document provides a framework for action in 2025. Developed through consultations and bilateral interviews with experts across governments and civil society, this document outlines priority actions for 2025 that pave the way toward the 2030 forest goals. Importantly, this document is not exhaustive of everything that must happen to reach forest goals – but a vital starting point for transformative change.

Just as this document outlines key actions for 2025 but is not an exhaustive blueprint 1 , its focus on forests is not a stopping point for action. Other critical ecosystems – from grasslands to wetlands – also face severe conversion threats with profound climate, biodiversity, and societal impacts. The risks posed by unsustainable commodity production apply to all ecosystems. Governments cannot singularly focus on forests (or any ecosystem, for that matter), as that siloed approach risks shifting destruction elsewhere (“leakage”) rather than eliminating it.
